Scripting climate futures: The geographical assumptions of climate planning

Since 1992, the United Nations Framework Convention on Climate Change (UNFCCC), global governing apparatus of climate planning, has privileged sovereignty territorial states. Contemporary political geographical scholarship since called into question coherency state as a unitary entity and sole legitimate arbiter international politics. This article extends these contributions to planetary change adaptation. Through discourse analysis multi-scalar institutional history this examines how normative discursive parameters enact prevailing dynamics that script material futures. Drawing recent planning reports Palestine Israel, investigates discourses operate within an asymmetric geopolitical context where issues territoriality, sovereignty, statecraft remain fractured contested. in Israel/Palestine exposes two key constraints governance. First, technical-managerial principles prescribe ahistorical adaptation measures inadequately address inherently constraints. Second, elision political-economic historical-cultural contingencies favor universalizing geophysical representation elides systemic production differentiated vulnerability. Consequential anachronistic politics recognition UNFCCC, conditions governance may ultimately embolden status quo.
